Delaware County Pennsylvania Housing Stabilization Program Evaluation RFP Announcement

Clarifi, an affiliate of GreenPath Financial Wellness, is seeking an evaluation partner for its Pilot Housing Stabilization Program in Delaware County, Pennsylvania. The Housing Stabilization Program will empower county homeowners to achieve housing stability through housing services that prioritize retention of family wealth. Clarifi will identify low-to-moderate income Delaware County homeowners impacted by COVID-19 in need of home repairs. The primary components of the programs are: 

  • Identify and remove barriers to home retention (foreclosure, insurance, encumbered titles, and tax issues) and make appropriate referrals 
  • Home inspection to identify necessary repairs and estimate cost to renovate to minimum standards  
  • Complete household financial analysis to determine long-term housing affordability  
  • Address barriers to accessing existing market capital for home repairs such as credit improvement, debt reduction and savings planning 
  • Support loan applications and bridge affordability gaps through direct grants 
  • Empower owners to confidently engage contractors and limit exposure to potential fraud through education and coaching  

The program is anticipated to serve 250 – 300 families with housing stability services and support 20 homeowners to complete critical repairs to their homes.
